Mission Statement
Our mission is to work in conjunction with consumers, their families, and our providers so that consumers can lead satisfying lives as integral, valued, and contributing members of the community.
Vision Statement:
The OPC Area Authority is person-centered and outcome focused and is a responsible agent of the taxpayers by deploying public resources as efficiently as possible while supporting citizens with severe disabilities in their efforts to live as fully contributing members of the community. We will continue to work collaboratively with consumers, family members and community systems in order to maximize natural supports and minimize institutional dependence for both our existing consumers and any future consumers. Although we may encounter challenges along the way, we will work to promote a fully person-centered, efficient and responsive system that the community will be proud to support.
We will:
Support individuals to make meaningful choices and to achieve their personal and family goals.
- Recognize and value the life experience of our consumers, which provides a level of expertise that is unique and essential to the process of service planning.
- Respect the dignity and diversity of those we serve.
- Promote human and civil rights for our consumers.
- Assist our provider community in serving individuals most in need.
- Support our providers to make services readily available in our community.
- Support our provider community to assist individuals in their pursuit and maintenance of housing and employment.
- Recognize the importance and complex interaction of families.
- Advocate for the appropriate use of natural supports, such as family, friends, neighbors, and community organizations.
- Allocate resources wisely in a professional and ethical manner.
- Promote the use of best practices in a culturally sensitive manner to facilitate positive outcomes for consumers.

OPC and its employees affirm the following principles:
We are bound by the professional relationship we have with consumers and providers and we endeavor to respect the people that we serve. We do not engage in dual or inappropriate relationships with consumers, former consumers, or providers in which there is a risk of exploitation, harm or the appearance of impropriety.
- We strive to promote the highest quality of service to the persons served, regardless of race, color, religion, creed, gender, sexual orientation, national origin, disability, language or communication needs.
- We are stewards of resources provided by the citizens of our communities, our state, and our nation, and we are committed to allocating those resources wisely, responsibly and honestly, striving to weigh the needs of individuals fairly and wisely.
- Within the bounds of best practices and limited resources, we support the consumers’ right of self-determination.
- We affirm the right of any person to refuse to participate in clinical studies or research without loss of services.
- We strive to protect the privacy and confidentiality of persons served while preventing harm and complying with legal requirements.
- We make the welfare of the people served our highest priority when making decisions about treatment and services.
- We seek to resolve disagreements fairly, promptly, and respectfully.

OPC Area Program Achieves Three-Year Accreditation
The OPC Area Program is pleased and proud to announce that it has been accredited as a “Services Management Network” by CARF. CARF is an international, not-for-profit organization that accredits human services providers. Founded in 1966 as the Commission on Accreditation for Rehabilitation Facilities, CARF sent a review team on June 11-12 to pore over records and documents and interview staff, Board members, consumers, and providers. The agency was evaluated in such areas as leadership, strategic planning, input from persons served and other stakeholders, financial planning and management, technology, service access, and many others.
In a congratulatory letter to Area Director Judy Truitt, CARF President Brian Boon, Ph.D. wrote that “this achievement is an indication of your organization’s dedication and commitment to improving the quality of the lives of the persons served. Services, personnel, and documentation clearly indicate an established pattern of practice excellence.” The CARF report cited OPC’s “strong leadership, a very capable staff, and a committed local area board of directors.” The accreditation will extend through June 2012.
CARF particularly noted OPC’s strong relationship with its provider community. “Effective monitoring, mentoring, and training opportunities by the organization to network providers reflect the high levels of assistance that are provided by the network staff.” Upon hearing about the accreditation announcement, David Chapman, the President/CEO of Carrboro’s Caramore Community, wrote to Ms. Truitt that “OPC provides invaluable support to us. Because of our partnership with OPC, Caramore is able to make a positive difference in the lives of people with mental illness. The OPC staff is intelligent, experienced and compassionate. This CARF accreditation only confirms what Caramore already knows- that OPC is a high quality organization.”
