OPC Area Program
is the local governmental agency with responsibility for oversight and management of publicly-funded mental health, developmental disability, and substance abuse services in Orange, Person and Chatham counties. OPC provides screening, triage and referral for individuals needing services in the area; recruits and monitors an array of community service providers; and manages the distribution of state monies for services to consumers.

OPC is governed by an Area Board. The Area Board is comprised of one county commissioner from each of the three counties OPC serves. The commissioners appoint the remaining board members. These remaining board members are citizens, which must include representatives of various constituent and professional groups specified by statutes governing OPC. As the governing body, the Board exercises the powers and duties conferred by the General Assembly.

The Area Board meets at our Administrative Offices in Chapel Hill on the second Monday of each month. The Finance Committee convenes from 6:00pm - 6:30pm. At 6:30pm the Area Director and staff present system updates to Board members and the general public. The regular ORDER OF BUSINESS begins at 7:15pm; the meeting is open to the public.

OPC has accepted an offer of $148,000. The acceptance of an offer initiates the upset bid process. Upset bids must be received within ten days of the date the notice is published. To qualify as an upset bid, the bid must raise the original offer (or current offer if there has been multiple upset bids) by an amount at least ten percent of the first $1,000 of that offer and five percent of the remainder. When a bid has been upset, the new bid becomes the current offer and the process is repeated until the ten-day period passes without receiving a qualified upset bid. Each bidder who submits an upset bid must also submit a five percent bid deposit. The current upset bid period started April 30, 2012.

Community Guide and Agency with Choice Training

Location: Binkley Baptist Church Fellowship Hall: 1712 WIllow Drive, Chapel Hill, NC 27514.

  • 10:00 am to 3:00 pm

  • This training for prospective Community Guide Agencies & current waiver service providers interested in learning more about working with waiver participants who choose to self-direct.

    Self- Direction Training for Providers

    Location: Northern Orange Board Room: 113 Mayo Street, Hillsborough, NC 27278

  • 9:00 am to 4:00 pm

  • This training is designed to educate Community Guide Agencies and Agencies with Choice on the specifics of these two Self Direction Models (Agencies with Choice and Employer of Record) available under the Cardinal Innovations Waiver. It is recommended that participants have a working knowledge of Community Guide Service or have attended the Community Guide Training for Providers offered on Friday April 13th. It is recommended that participants have a working knowledge of the Cardinal Innovations Waiver or have attended the General Waiver Training for Providers offered on Wednesday, February 1st.
